I was looking on the DB web site for times from Regensburg to Salzburg and this ticket came up as an option for 38.00 EUROS.
Europa-Spezial Österreich
What is it? Please explain,
Thanks

Europa-Spezial Östterreich
A discounted special ticket to anywhere in Austria (Östterreich in German). Only a small number is available - thus you have to book well in advance. The ticket is only valid for the booked connection. No change. No refund.
Even cheaper will it be to use regional trains from Regensburg to Salzburg. Salzburg Hbf, the main train station, is shared between DB and ÖBB. Thus you can use also domestic German/Bavarian offers to Salzburg Hbf.
Cheapest will be to use a Bavaria Ticket. A ticket covering all regional trains in Bavaria (and to Salzburg Hbf). Inside Bavaria also nearly all other local public transport, e.g. the buses in Regensburg. Bavaria Ticket is valid
Mo-Fr: from 9am till 3am next day
Sa,Su: from midnight till 3am next day
Bavaria Ticket Single (1 person) EUR 20,00
Bavaria Ticket (2-5 persons) EUR 28,00
This is a ticket you can buy on spot from ticket machines. For EUR 2,00 more also at a counter.
